UP Population (Control, Stabilization and Welfare) Bill, 2021

India is the seventh largest country in the world with the population of 136.64 crores. Majority of its population is illiterate and lives below poverty line. Therefore, growing population is one of the major concern in a country like India. So in order to get the situation under control, now the government is keen to take measures regarding it.

The CM Yogi Adityanath led BJP govt. in Uttar Pradesh while working in the same direction has now proposed a Bill that will aim to control population through various provisions.

OBJECT OF THE BILL

A Bill to provide for measures to control, stabilize and provide welfare to the population of the state by implementation and promotion of two child norm.

VARIOUS PROVISIONS OF THE BILL

  1. Incentives like increments, subsidy, loan, maternity or paternity leaves, free education, scholarships etc. will be provided to the public servants and general public who undergoes voluntary sterilization on himself or on spouse.
  2. Any person who contravenes with the two-child norm and procreates more than two children will be ineligible to-
  • Get promotions in govt. jobs
  • Apply for govt. jobs
  • Contest elections to the local authority
  • Receive govt. subsidies
  • Limit of ration card units up to four
  1. The Act provides for payment of eight thousand in case of single boy child and one lakh in case of single girl child, from the government to any couple living below poverty line, having one child who undergoes voluntary sterilization.
  2. The Act also imposes a duty upon the government to introduce a compulsory subject on population control in all secondary schools and to ensure availability of contraceptives at reasonable rates.
  3. The Act further imposes a duty upon the government to ensure availability of the qualified allopathic surgeons carrying sterilization operation on men and women on govt. expense and ensure availability of other staff members and provide claims for compensations to the couple who becomes pregnant even after such operation.

Conclusion

India being the second populous country of the world is in need of such laws as with the help of such stringent provisions we can overcome the issues of overpopulation and poverty and can step towards a more efficient and self-reliant Bharat. In the past there had been numerous population control schemes and programs, essentially an initiative of the executive function, promising high hopes but actually were ineffective on ground level. This time the legislative route through an enactment seems to be a solid determination in order to over come past failures. Population control through legislative enactments is imperative for sustaining the economy. Further, such laws are also necessary to make India a developed country from a developing one. However, it is only a proposed Bill that needs more discussion, and has to be seen what stand the population of the State takes on it.
